I need to shutdown my Guest OS for the virtual machine... But I haven't installed VMware Tools on the Guest System.

*Is there a way to shutdown the guest OS of my virtual machine without installing VMWare tools?
Or do I have to install Windows 10 or Ubuntu?
*Can I shutdown the guest OS using powershell?

In order to shut down the guest OS from powershell, one way is using VMware Tools. The other way is with the stop-computer command from PS. One additional option is the -computername parameter for a remote machine.
-ComputerName Specifies the computers to stop. The default is the local computer. Type the NETBIOS name, IP address, or fully qualified domain name of one or more computers in a comma-separated list. To specify the local computer, type the computer name or localhost. This parameter doesn't rely on PowerShell remoting. You can use the ComputerName parameter even if your computer isn't configured to run remote commands.
*I am assuming that the OS is Windows-based.
